KRIS 6 News reported at the time that Stout served in the department's Special Services Division. Robstown Police Chief Mike Tamez told the station that Stout's death was the department's first line-of-duty death.

In an archival community remembrance, Chief Tamez described Stout as a man who cared about people and his community, with a passion for law enforcement and an example of selfless service. The report also documented a procession held in his honor and the community's support for his family.
