The Winchester Police Department announced that new automated speed enforcement cameras on Route 44 Norfolk Road near the dry dam in Winsted, Connecticut, were scheduled to become operational on Thursday, November 5, 2026. The announcement calls for a 30-day warning period with a $0 fine for motorists.

The department’s official release was posted November 3, 2026. November 5 is the announced operational start, not an on-site activation independently confirmed by ThinBlueNews.

What the warning period does—and does not—cover

The 30-day, $0-fine period is part of the announced camera rollout. It does not mean ordinary traffic enforcement stops: the release says police officers will continue enforcing traffic laws involving unreasonable speeds, impaired and distracted driving, and failure to obey traffic controls.

Those are separate points for drivers to keep in mind: the cameras have an announced warning period, while officers’ conventional enforcement continues. This report does not infer a later citation start date, camera trigger speed or future fine amount from that announcement.

Where to find program information

The department says further information about the town’s ATESD—Automated Traffic Enforcement Safety Devices—program is available on its website. Printed brochures are also available in the lobby of police headquarters, according to the release. The department’s official page identifies headquarters as 338 Main Street in Winsted.

Police describe automated speed enforcement as one component of a strategy to reduce traffic crashes and improve roadway safety. That is the department’s stated purpose, not a measured result established by this announcement.
