ODMP says Officer Wagner was a United States Marine Corps veteran. It also records that he was survived by his wife and three children. The Ohio Attorney General's 2026 Fallen Officers Memorial page names Police Officer Phillip C. Wagner of the Lorain Police Department among four Ohio peace officers who made the ultimate sacrifice in 2025. The official page says the annual ceremony honors officers lost in the line of duty and preserves their names at the Ohio Fallen Officers Memorial.
