JACKSONVILLE, Florida — A Jacksonville Sheriff's Office SWAT team joined the FBI and Georgia Bureau of Investigation in an operation that brought a kidnapped 13-year-old girl to safety at a Jacksonville motel, according to newly released agency body-camera footage and a local report.

The official video materially documents the SWAT response outside the motel. Investigators tracked the girl from Georgia to Jacksonville
JSO said the girl had been taken from Georgia and brought more than 130 miles to Jacksonville. Investigators tracked her location to a motel on Philips Highway, where the coordinated operation unfolded July 16.
News4JAX identified the location as the Scottish Inn. The local station reported, citing JSO, that the girl had been taken by her biological mother, who did not have legal custody.

SWAT response captured on body camera
According to JSO, 42-year-old Jonathon Kelly ran from the room when officers arrived, entered a vehicle and attempted to leave. The agency said he nearly hit a JSO SWAT vehicle before crashing into the motel.
The released footage shows officers moving toward the motel during the response. It then shifts to the approach outside the room, but it does not show what happened inside.
JSO said Kelly and 32-year-old Giovannie Carter face multiple charges. News4JAX reported that those charges include kidnapping and home invasion. Criminal charges are allegations, and guilt must be established in court.
Teen receiving support after rescue
The Sheriff's Office said the teen is receiving resources and support. JSO also credited the joint work of its SWAT personnel, the FBI and the GBI, while News4JAX reported that the federal and Georgia agencies are leading the investigation.
“This is what happens when law enforcement agencies work together — every second matters, and every life matters,” JSO said in the account quoted by News4JAX.
